Non-critical requests for a transaction system are routed through a throttling gateway to prevent network congestion. The gateway enforces three rate limits based on each request's arrival time. A request that violates any of the limits is dropped. Dropped requests still count toward future window calculations, and if a request violates multiple limits simultaneously, it is counted as dropped only once.
